The national development and Reform Commission, the central network and information office, the Ministry of industry and information technology and the National Energy Administration recently jointly issued documents, agreeing to start the construction of National Computing hub nodes in Beijing, Tianjin and Hebei, the Yangtze River Delta, Guangdong, Hong Kong, Macao, Dawan District, Chengdu and Chongqing, Inner Mongolia, Guizhou, Gansu and Ningxia, and planned 10 national data center clusters such as Zhangjiakou cluster. So far, the overall layout design of the national integrated big data center system has been completed, and the "counting from the east to the west" project has been officially launched.

According to the layout of the national integrated big data center system, the eight national computing hub nodes will serve as the backbone connection points of China's computing network, develop data center clusters, carry out the collaborative construction between data centers and networks, cloud computing and big data, and serve as the strategic fulcrum of the national "Eastern digital Western computing" project to promote the orderly transfer of computing resources to the West and promote the solution of the imbalance between supply and demand of computing power in the East and the West.

"The 'number' in 'counting from east to West' refers to data, and 'calculation' refers to computing power, that is, the processing capacity of data." Sun Wei, deputy director of the high technology department of the national development and Reform Commission, said that China's western region is rich in resources, especially renewable energy, and has the potential to develop data centers and undertake the computing power needs of the East. "Like the 'South-to-North Water Diversion' and 'West to East power transmission', we should give full play to the advantages of China's system and mechanism, integrate the layout from a national perspective, optimize the allocation of resources and improve the efficiency of resource use." He said.

Computing power, like water conservancy in the agricultural era and electricity in the industrial era, has become the core productivity of the development of digital economy and an important infrastructure of national economic development. The implementation of the project of "counting from the east to the west" and promoting the rational layout, supply and demand balance, green intensification and interconnection of data centers will improve the overall computing power level of the country, promote green development, expand effective investment and promote regional coordinated development.

It is understood that the national level will promote each hub node to establish and improve the work coordination and promotion mechanism as soon as possible, strengthen the requirements for green development of data centers, and promote the transfer of more data centers to the West with richer renewable energy. At the same time, we will strengthen policy support in the areas of network, power and energy consumption, arrange network facilities such as new Internet switching centers and backbone direct connection points of the Internet of things around hub nodes, and promote each hub node to formulate practical and effective construction plans and supporting measures.
